Ukraine has fully completed all legal procedures for joining the Council of Europe Development Bank
On 10 August 2023, Permanent Representative of Ukraine to the Council of Europe Borys Tarasyuk handed over to the depository the ratification instrument on Ukraine's accession to the Third Protocol to the General Agreement on Privileges and Immunities of the Council of Europe, adopted on 6 March 1959 in Strasbourg.
The handover of this ratification instrument, in addition to the Declaration of the Government of Ukraine on its accession to the Council of Europe Development Bank, signed by Minister of Foreign Affairs of Ukraine Dmytro Kuleba, which had already been submitted to Council of Europe Secretary General Marija Pejčinović Burić, represents the full completion of all legal procedures regarding Ukraine's acquisition of the membership in this financial institution of the Council of Europe. The handover of the Declaration happened less than a year after Ukraine formally applied for this membership in June 2022.
In July 2022 42 Member countries of the Bank at their 55th Joint Meeting unanimously endorsed Ukraine's request and, as an exception and significant sign of support, agreed to exonerate Ukraine of any payment requirement for accession.
The implementation of socially oriented projects in Ukraine is one of the overarching goals of the Bank`s Strategic Framework 2023-2027, with a distinct focus on social sectors, such as healthcare and housing.
