Support, resilience and recovery: Ukraine and the Council of Europe agree on priorities for youth cooperation

On April 17, an important meeting was held at the European Youth Centre (EYC) in Strasbourg with Tobias Flessenkemper, Head of the Youth Department of the Council of Europe, S. Domioni, Director of the EYC, and representatives of the CoE Youth Department directly involved in cooperation projects with Ukraine in the field of youth policy.

During the discussion, participants noted the high level of established interaction and the consistent support provided to Ukraine by the Council of Europe, particularly in the context of the full-scale war.

Special attention was paid to the further development of cooperation within the Framework Programme of Cooperation in Youth Policy for 2026–2030, which ensures a systematic and long-term approach to youth support. The importance of youth issues in the Council of Europe Action Plan for Ukraine was also highlighted.  

The parties emphasized the significance of initiatives such as the "Youth for Democracy in Ukraine" project, which has already demonstrated tangible results in strengthening youth participation, developing youth councils, and implementing Council of Europe standards. They agreed to work on organizing international conferences under the auspices of the CoE next year, focusing on Ukrainian youth.  

Throughout the meeting, it was particularly stressed that under wartime conditions, Ukrainian youth act not merely as policy beneficiaries, but as active participants in building resilience, advancing democratic development, and driving the recovery of the state.

Ukraine’s experience in youth policy under crisis conditions is already viewed today as unique and valuable for the broader European context. Tobias Flessenkemper commended the key role played by the Ministry of Youth and Sports of Ukraine and the Permanent Representation of Ukraine to the Council of Europe in ensuring that the issues of Ukrainian youth remain a priority for the Council of Europe.
