International Register of Damage for Ukraine

Ukrainian refugees in France can now submit claims for compensation to the International Register of Damage.  

The International Register of Damage for Ukraine, of which France is a participant, has opened a new claim category for individuals displaced outside of Ukraine due to the full-scale invasion by the Russian Federation, which began four years ago on February 24, 2022.  

The new category, A1.2 (Involuntary displacement outside of Ukraine), allows individuals forced to leave their homes and relocate to France or other countries to submit their claims for compensation to the Register. These individuals—along with anyone else who has suffered loss or damage as a result of the invasion—may also submit claims under other categories already open in the Register. Additional new categories are expected to open in the near future.  

France is an active participant in the International Register of Damage for Ukraine. Furthermore, France has signed the Convention establishing the International Claims Commission for Ukraine. This forms part of coordinated international efforts under the auspices of the Council of Europe aimed at ensuring accountability for the aggression against Ukraine.
