Ukraine has signed the Amending Protocol to the Council of Europe Convention on the Prevention of Terrorism.

On May 26 in Strasbourg, within the framework of a Council of Europe conference dedicated to the growing involvement of youth in terrorism and violent extremism, the Amending Protocol to the Council of Europe Convention on the Prevention of Terrorism was opened for signature. On behalf of Ukraine, the document was signed by the Permanent Representative of Ukraine to the Council of Europe, Mykola Tochytskyi.

The Protocol aims to strengthen international legal instruments in the field of terrorism prevention and provides a clear legal definition of a terrorist offense. This is an important step toward reinforcing cooperation among states in countering terrorist threats—both at the national level and through international collaboration.

The signing of the document holds special significance for Ukraine in the context of the ongoing armed aggression of the Russian Federation, systematic attacks against the civilian population and critical infrastructure objects, as well as gross violations of international law.

Special attention during the conference was paid to the risks of youth radicalization, particularly in the digital environment—social networks, online platforms, and gaming spaces. Participants emphasized the need for coordinated actions by states, law enforcement and judicial authorities, educators, social services, the private sector, and international partners to prevent radicalization, ensure early response, and build societal resilience.

Ukraine consistently supports the strengthening of the Council of Europe's legal mechanisms in countering terrorism, protecting human rights, upholding the rule of law, and ensuring democratic security in Europe.
