Basing on the aims and principles, proclaimed in articles 1, 2 and 5 of the Charter of the United Nations,

The Verkhovna Rada of Ukraine states:

1. Ukraine is a sovereign, independent state with integral and inviolable territory and any military intervention in the internal affairs of the country are inadmissible.

2. The Autonomous Republic of Crimea is the integral part of Ukraine, which is subject to the scope of the Constitution of Ukraine and the laws of Ukraine.

3. Inadmissibility of territorial claims to Ukraine is established and guaranteed in the Budapest Memorandum of 1994 and the Treaty on Friendship, Cooperation and Partnership between the Russian Federation and Ukraine of 1997. 

4. The demand of strict implementation of the framework Agreements on the stay of Black Sea Fleet of the Russian Federation on the territory of Ukraine, particularly, withdrawal of troops to the places of their deployment. Any movement of military men, equipment and arming shall be exercised exclusively by agreement with the competent bodies of Ukraine in line with the abovementioned Agreements and Ukrainian legislation. 

5. The address to the President of the Russian Federation V.V.Putin not to allow bring Armed Forces of the Russian Federation into the territory of Ukraine.

6. Ukraine guarantees protection of the basic rights and freedoms of all citizens residing on the territory of Ukraine, including the right to free use of language, freedom of conscience and worldview.

7. Holding of local referendums is possible only in compliance with the Constitution of Ukraine and the special Law.

8. Any conflict shall be settled exclusively by peaceful means without using force and with participation of the international mediation of the OSCE, the UN, the Council of Europe, the European Union, the CIS and countries of the Budapest Memorandum. 

9. Ukraine adheres to all previously signed treaties and agreements and shall secure holding of fair and transparent presidential elections with participation of international observers.

10. Adoption of this Resolution is the expression of will and unity of Ukrainian people – the citizens of all nationalities.
